Street & SR-118/Erringer Road Interchange Improvements
Forest City Construction
Forest City Development was required to improve two interchanges prior to the opening of the brand
new 600,000 square-foot Simi Town Center Mall. Civil Works Engineers was hired after it was
determined another engineering firm could not deliver the construction documents in time for the mall
opening in October 2005. As such, the design was on an extremely fast-track schedule.
The City of Simi Valley project included preliminary and final engineering improvements to the:
SR-118/First Street Interchange
SR-118/Erringer Road Interchange
Although the collective construction cost was $3.2 million, Caltrans Permits agreed to an
encroachment permit process; one permit for each project.
Mitigation measures to the interchanges included:
• widening the WB off-ramps at the terminus
• realigning the WB loop on-ramps due to WB off-ramp widening
• widening the streets between the EB and WB ramps
• removing the median on the First overcrossing
• signal modifications at the WB and EB ramps intersection at First
and WB ramps at Erringer
• new signal at EB ramps at Erringer
Project involved coordination with Caltrans District 7 (downtown and the local Ventura office) and the
City of Simi Valley. Sliver right of way acquisition was required. We also prepared Fact Sheets, PEERs,
Storm Water Data Reports, hydrology studies and reports, geotechnical investigation, ISA, lighting
modifications, and ramp metering modifications.
