The Orange County Public Library constructed a new county library facility on a portion of the Irvine Ranch Historic Park. The new library was designed to replicate the former Irvine family mansion that once stood on the site.

Civil Works Engineers was hired to perform civil site engineering and construction services. The civil design scope of work included:

   • Base-map Preparation
   • Site Survey
   • Site Grading and Drainage
   • Site Utilities – Water & Sewer
   • Vehicular and Fire Truck Access to Parking Lot
   • Sewer Mainline Acceptable for Future Flow
   • Removal of Existing Septic Tanks and Cesspool
   • Coordination with Utility Owners

The intent of the new library was to focus on the rural atmosphere similar to the time the original mansion existed prior to its devastating fire in the early 1970s. To facilitate the rural atmosphere, hardscape improvements such as curb, gutter and sidewalk were limited to adjacent to the building only. Grading and drainage were completed maintaining the majority of the existing avocado tree orchard. The grading was intended to provide for infiltration on-site limiting the surface runoff.
